Adobe Flash Professional is the preferred way to create Flash content although there are lots of other options. GPL applications like Ajax Animator and UIRA enable the user to develop Flash content in a visual WYSIWYG style environment.

Other applications like swfmill and MTASC allow you to compile objects such as jpegs, gifs, and other SWF movies, in to Flash files, enabling them to be called as library objects from within other Flash files. Other server side programs such as Ming exist that are able to convert image and video files into Flash format, on the fly.

There used to be a lot of shareware programs available that allowed you to create Flash files. The development of such programs has died off due to the emergence of freeware and open-source Flash development tools. KToon is one such example. It allows you to do many of the things that Adobe Flash Professional allows you to do but the GUI layout is quite different.

Other programs exist, such as SWiSH Max, which enable users with little or no Flash experience, to very quickly and simply develop Flash movies. Interestingly enough, SWiSH Max was created by someone who used to work for Macromedia. Unfortunately Swish Max is only available for the PC although simple text effects can be created on the MAC and then exported to SWF file format using Apple’s Keynote 2 presentation software.

There are dozens of software programs available including freeware titles that take a PowerPoint presentation file and convert it into a Flash SWF file. PointeCast is an example of a commercial PowerPoint to Flash conversion tool. Commercial offerings such PointeCast allow you to add effects and audio narratives over the top.
